Dabwan, who addressed a press conference on the forthcoming Democracy Day in Jos, described Nigeria as a democratically stable nation.
He said the predictions that the country would break up by 2015 were unfounded, pointing out that the security issues were part of the challenges of democracy.
“We have been on the right track in terms of providing the people with the dividends of democracy.
“There are challenges that must evolve in the course of doing that, it does not mean the country is not doing well,” he said.
Dabwan also supported the emergency rule in three North East states of Adamawa, Borno and Yobe, saying it did not amount to a threat to democracy.
He said, “The emergency rule imposed on these states is in the interest of peace and not a challenge to democracy. It is to save the lives of the citizens.”
Besides, he said it did not affect the civil structure in affected states as all political officeholders were retained in their positions.
Dabwan called for autonomy for the third tier of government and also charged the states and local government legislatures to further deepen democracy in the country.
